We are currently looking for a Buyer Material, equipment & Services (m/f/d) for our client

Start: 13.06.2022
End: 12.12.2022
Volume: 5- 6 days/ week
Location: Dortmund -occasional travel to suppliers /job site (e.g. overseas)
Language:English/German (n2h)

Background:
Focus is managing Contractor procurement of materials, equipment, and services for capital projects executed by Global Engineering, Manufacturing, Technology and Equipment (GEMTE). The Buyer is charged with the efficient material control of the project equipment and materials from planning through sourcing, expediting, inspection, transport, and receipt. Measured by buying below budget and delivering on schedule to the required quality. The Buyer is expected to coordinate procurement activities with the Project Procurement Manager, actively engage suppliers, and resolve performance issues.

Tasks (independent delivery):
-Manage equipment and services procurement processes in assigned Capital Projects
-Support Project Procurement Mgmt on Class 3/4/5 projects as the SPOC for Procurement
-Manage Contractor Procurement activities, incl preparation and issue of enquiries, review of Engineering requisitions, technical and commercial bid clarifications, manage internal discipline interfaces and purchase orders for reimbursable costs according to project schedule
-Manage Contractor payment applications for materials and services
-Align on Project Procurement Strategy in line with overall Project Execution Strategy
-Participate in joint Contractor final negotiations for award.
-Manage Contractor Project Material Registry to plan/track equipment, material status and provide supplementary reporting where required
-Review Interrogate, Contractor Bid Tab evaluations and Sole Source justifications
-Run/review material status reports and communicate risks and problem areas to PM regulary
-Liaise frequently with Expeditors, Inspection Leads, and Project Logistics
- resolution of escalated supplier issues
- Commercial interface with Contractor/Suppliers
- Manage warranty claims, back-charges, liquidated damages
- Work with team to manage supplier qualification status performance

•Comparable overseas PMC experience in a client-based role
•Strong project management
•Strong commercial awareness / negotiating skills
•Strong Stakeholder management skills
•Strong communication skills
•Mediation experience
•Knowledge of strategic sourcing strategies and procurement work processes and solutions
•Sense of ownership and urgency

Preferred:
•Education in technical or business field
•Bachelor’s Degree or higher, in Engineering or Business Management or equivalent job experience
•5+ years experience in Procurement, Technical, Engineering, Commercial environment
•Accreditation from Supply Chain industry organization (i.e. MCIPS, CPSM)
•Knowledge of commercial purchasing procedures and practice, including aspects of negotiation and contract law
•German skills an advantage
•SAP and SmartPlant
•Oil and Gas industry experience
